Raijin seems to be Fujin's punching bag, he's also the third member of the disciplinary comittee. He has more of a child-like personality, and often checks out books for younger kids from the library. He collects bugs, one of the disciplinary comittee rules is to report strange bugs seen in Garden. Often during the game, you can see Fujin and Raijin nodding in perfect unison, and after Fujin's speech where she leaves Seifer to Squall, Raijin goes with her. It's obvious there's a strong bond between the two of them, and they're also the two with the most noticable speech-impediments. Raijin's would be saying 'ya know' after everything.
